Water finds the threshold, not the panel
A garage floor that sits low takes standing water at the door line during heavy rain, and the bottom rail of a steel sectional door is a channel: it is folded, it is hollow, and once water gets inside it there is nothing to make it leave. The visible face is painted and protected. The inside of that same fold is bare steel. That is why a door can look sound from the driveway and be paper along the bottom edge when you press it with a thumb from inside the garage.
The bottom seal makes it worse when it is the wrong one or has hardened, because a seal that no longer compresses holds a bead of water against the rail instead of shedding it. Replacing a seal is cheap and takes minutes; leaving a dead one in place for three summers is what turns a twenty-dollar part into a section. We check the seal and the rail together, because in this housing stock they fail as a pair.
What to press, and where
Stand inside the garage with the door closed and run a thumb along the bottom rail, at both ends first and then across the middle. Sound steel resists. Rotten steel gives, and often flakes. Then look at the two bottom brackets, which carry the cable and take the whole weight of the door at the moment it lifts: if the metal around their fixings is scaled or the holes have opened up, that is the single most dangerous condition on a residential door, because a bottom bracket that lets go releases a loaded cable.
Never unbolt a bottom bracket yourself, whatever a video says. It is under tension even when the door is down, and it is the part responsible for most of the serious injuries in this trade. If your thumb test finds soft metal there, stop operating the door and call somebody. That is not a sales line — it is the one place on a garage door where the difference between careful and unlucky is measured in fractions of a second.
