Homestead runs its own Development Services department, and since October 2025 it has taken applications through a new permitting and licensing platform covering building, utilities, inspections and land development together. Some applications also have to clear county agencies — environmental resources, water and sewer, or impact fees — before the city will accept the submission at all, and those upfront charges are not part of what the city itself collects.

For a straightforward residential door replacement that chain is short, because a door touches neither water nor drainage. It is worth knowing it exists anyway, since it explains why a Homestead quote and a Kendall quote for the same door can carry different line items that have nothing to do with the door.
