The gate here is the contractor, not the door
Pinecrest requires a contractor to be registered with the village before he can do anything at all in its permitting system. The village states it plainly: without a registration, a contractor cannot apply, cannot pay fees and cannot even access permit information. Registration means a notarized form, a copy of the state license, the local business tax receipt, general liability and workers' compensation cover, and it has to be kept current or the account goes inactive.
That is worth knowing as a homeowner because it is a filter you can use. Anyone who cannot tell you their registration status here is either not registered or has not worked in the village recently, and in both cases your permit is going to wait.
