What this means where you live
Miami Beach has around five and a half thousand detached houses among its sixty-three thousand dwellings, and two thirds of everything here predates 1980 — a stock old enough that most of it has been renovated at least once. Renovations raise living space; they rarely raise a garage. So on a great many of these houses the garage floor is the lowest finished surface on the property, and everything electrical inside it deserves to be mounted with that in mind.
Where the electrics should sit
The opener itself hangs from the ceiling and is rarely the problem. What sits low is everything that serves it: the socket it plugs into, the wall control, the safety eyes at each side of the opening, and any battery backup mounted on the unit or beside it. Photo-eyes in particular are required to sit close to the floor to do their job, which puts them in exactly the position that standing water reaches first. They are cheap, they are sealed to a point and not beyond it, and they are the commonest casualty after water comes in.
What we can do about it is modest and worth doing: mount the wall control higher than the minimum, put the socket above the likely line rather than at the usual height, choose sensors with a decent ingress rating, and site a battery backup where it will not be the thing that gets wet. None of that prevents water. All of it means the door still works the morning after, which on a house where the garage is the low point is most of what an owner wants.

An old house, a renovated house, and a door between them
Two thirds of this stock was built before 1980 and much of it has been through at least one significant renovation, which produces a particular kind of opening: original masonry on one side, newer construction on the other, and a header that may or may not be what the original drawings showed. We do not assume on a house like that. We test a fixing on each side before setting an anchorage pattern, because a track bolted confidently into a rebuilt jamb of unknown composition is a track that comes loose on the third windy day.
The same caution applies to what a previous renovation did to the headroom. Dropped ceilings, added ductwork and recessed lighting all take clear height above the opening, and a standard track assembly needs that height for its curve and its spring shaft. Measuring it before ordering is a two-minute job that decides whether the door on the quote is the door that can actually be installed.

Check the photo-eyes first, because a sensor that has been submerged can fail in the dangerous direction and report clear when it is not.

That is the test that finds out by closing on something, so have the safety circuit confirmed before the door is operated normally again.
Can garage door sensors be mounted higher to keep them dry?
They are positioned low deliberately, so the beam crosses the opening where a child or a pet would be, and raising them defeats the purpose they exist for.
