The state's new exemption stops at the city ordinance
A good deal has been written this year about work that no longer needs a building permit in Florida, and the city has been direct about what that does not change: projects released from the permit requirement still have to comply with local land development regulations, and in a designated district they still have to comply with the preservation ordinance. Losing the permit obligation does not lose the certificate obligation, and the two were never the same instrument.
In practice this means a homeowner reading national coverage of the new rules can arrive at exactly the wrong conclusion for this city. On a garage door it is doubly wrong, because the exemption never reached structural work in the first place. Two separate reasons, one outcome: the work is reviewed.
