Cutler Bay has only existed as a town since 9 November 2005, and the median home here was built in 1984 — so the paper trail for your garage opening is split in two places: anything permitted before the town was created sits in Miami-Dade County's files, and anything since is at the town's own Building Division. Knowing which side of 2005 you are looking on is the difference between a same-week answer and a fortnight of being sent back and forth.
Two archives, one opening
When a replacement needs to know what came before — because a previous permit was never closed, because sections were changed without one, or because an insurer wants the history — the request has to go to whichever authority held the file at the time. The county keeps the records for the years when this was unincorporated ground, and the town keeps everything from its own creation onward. Neither will have the other's, and neither will tell you that in advance; you simply get nothing back and lose a week finding out why.
For work going forward, the answer is simpler and it is entirely local: the permit is filed with the town, reviewed by the town and inspected by the town, under the license of the contractor who installs. We handle that end of it. What we ask from an owner is the year the house was built and, if there has been previous work on the door, roughly when — those two dates tell us which archive to write to, and often whether writing is necessary at all.

An old block and a new one, little in between
The housing here comes in two distinct groups. About one home in six dates from the nineteen-fifties, and a quarter went up in the two-thousands, with comparatively thin decades between them. Those two groups need different work. The fifties stock gives narrow openings in solid masonry, frequently with a garage that has been enclosed at some point, and its problems are at the fixings. The two-thousands stock gives wide openings built to receive a rated assembly, and its problems are wear in the moving parts after twenty years of daily use.
The practical consequence is that a quote for one tells you nothing about the other, even three streets apart, and that the cheapest job in the town and one of the more involved ones can be the same nominal task. We would rather establish which group a house belongs to on the phone than discover it in the driveway.
